The National Social Safety Nets Coordinating Office (NASSCO) has revealed how it determined the poor households eligible for the coronavirus relief fund from the government.

It said, in a Twitter post, that the Office uses geographic targeting which is the use of poverty map for each state to provide a basis for classification, ranking and selection of participating LGAs in terms of resources, amenities, infrastructure and so on.

According to it, a Memorandum of Understanding was signed with the states agreeing on LGAs based on a rollout of 30%, 50% and 20%scale of total LGAs. The states then set up an operation unit.

The NASSCO also stated that it uses Community Based Targeting (CBT) which entails communities identifying and validating households to be enrolled into the programme. It revealed that this method involves visiting community heads as well as sensitizing communities on how to come up with criteria for identifying the poor households after which their data are captured.

Another method it stated is the Proxy Mean Test. It said this method is used to rank households based on different economic, educational, asset and social parameters to list households from the poor to the poorest for targeted interventions.
