A video has emerged of a man handcuffed to a police patrol vehicle. The video was posted by one Irabor Franklin. The incident happened along First East Circular Road and Sokponba Road Junction, Benin, the Edo State capital.
In the footage, a crowd had gathered to lament the plight of the man. The commentator, probably Franklin, said the man was drooling. A woman intercepted the video advising the recorder against his act.
